During the Soviet breakup twelve small nuclear weapons disappeared and though rumors floated around they were never proven. They were said to be similar to the US SADM (Special Atomic Demolition Munition) or “Suitcase Nukes” developed by the US. The reality was that these weapons weighed almost 400 lbs apiece and were the size of a small refrigerator; however, over the years they were purchased by rich countries unfriendly to the US and modified by scientists paid to make them more efficient.
The final result was a package that would theoretically yield about 25 kilotons instead of the 6 to 10 they were originally designed for.
Over the course of a year they were smuggled over the Mexican border and through various shipping containers on large ships and placed in twelve different American cities: New York, DC, Chicago, Detroit, LA, Sacramento, Dallas, Austin, Harrisburg, Boston, Atlanta, and St. Paul.
The FBI caught wind at the last minute and managed to find and defuse the bomb in St. Paul, but the others went off as planned.
You’re at work when all major news networks start reporting that nuclear weapons have been detonated in many metro areas killing millions. The nation goes to DEFCON ONE, the highest alert, and reports that Broken Arrows (lost or stolen nuclear weapons) placed by terrorists are to blame. Martial law is declared.
Rumors begin to circulate that there are more bombs placed in other major cities and a mass exodus ensues as people flee the metro areas into the country side, most with only what they have on their backs.
This causes another crash of an already fragile economy, which adds to the chaos.
FEMA is placed in charge and they put the following Executive Orders into effect:
10998–Federal seizure of all food supplies and resources, public and private and all farms and equipment;
10999–Federal seizure of all means of transportation, including cars, trucks, or vehicles of any kind and total control over all highways, seaports and water ways;
11000–Federal seizure of American people for work forces under federal supervision, including the splitting up of families if the government so desires;
11001–Federal seizure of all health, education and welfare facilities, both public and private
It is now three days after the attack and the country is still reeling. Panic, hunger, radiation, security, uncertainty, and communications are all issues.
